Jackline has 17 years’ industry experience at the intersection of real estate development and sustainability finance working in both South Africa and the US. She has significant experience in mobilizing funding for building decarbonization, gained from consulting for the New York State Energy Research & Development Authority (NYSERDA) where she supports the clean and resilient buildings team. In this role, she executed an equitable stakeholder engagement framework for the Inflation Reduction Act’s home energy rebates program and led the capital stack design for public housing authorities decarbonisation programs, helping the team mobilise USD 400m of public financing from the Department of Energy and the NY Public Service Commission. Ms. Okeyo has also provided technical support and advisory services to the UN Secretariat through the UN task force on leveraging partnerships towards the implementation of the 2030 agenda (the “Task Force”), managed by the capacity development programme office and chaired by the UN Assistant Secretary-General for Economic Development and Social Affairs. The Task Force’s goal is to establish synergies between member state-led initiatives and UN agencies in realizing the sustainable development goals.
Her experience in South Africa ranges from working on commercial real estate projects in the property division of Investec Bank, an investment bank listed on both the London and Johannesburg stock exchange, to working for a privately held property fund, Nthoese, investing in rural areas and townships. She has directed investment into real estate development projects with public, private and community stakeholders with a total value of USD 75m.
Additionally, Jackline set-up and mobilised USD 2m in government grant funding for a social housing entity which secured accreditation with the South African social housing regulatory authority.
Jackline is a registered chartered commercial property surveyor with the Royal Institute of Chartered Surveyors (RICS)(UK), an Edge Expert (IFC), and an accredited Green Building Professional with the Green Building Council of South Africa.
She is currently a non-executive director at International Housing Solutions, the largest affordable housing private equity fund in Sub-Saharan Africa, which has delivered over 30000 energy-efficient units. She also serves as a member of the Finance to Accelerate Sustainable Transition in Infrastructure’ initiative (FAST-Infra). In 2025, Jackline was selected to serve as an African regional council member of a global taskforce on inequality and social related financial disclosures (TISFD) and was nominated by the Global Buildings Performance Network as a 2025 changemaker. She is one of eighteen African Climate Ambassadors with the Africa climate ambassador program, and she is a former Gauteng regional chairperson of the South African Women’s Property Network, and a non-executive director for the RICS South African market advisory panel.
